Civic monitoring of public procurement during the wartime and the post-war period
Project Description
Extensive need for wartime and post-war reconstruction and recovery in Ukraine significantly increases the importance of efficient and transparent public procurement as well as effective instruments of control and oversight. As leading expert anti-corruption NGO in Ukraine, that developed and transferred to the state the electronic procurement system Prozorro, Transparency International Ukraine in cooperation with its partner NGO Civil Control Platform will monitor legislative initiatives in the sphere, advocate for policy improvement and develop effective approaches to monitoring and control over public procurement and reconstruction projects within the project. Having extensive experience with establishing the DOZORRO monitoring ecosystem, TI Ukraine will form a network of CSOs and experts and build their capacity through education and financial support. Within the project, TI Ukraine will also further develop unique user-friendly analytic tool BI Prozorro with 24/7 online access that enables analysis of open data from Prozorro system free of charge and integrate it with Digital Restoration Ecosystem for Accountable Management (DREAM).
Specific Objective
The overall objective of the project is to enhance the effectiveness and transparency of public procurement and reconstruction through expert analysis and civic oversight during war-time and post-war recovery. The project has four specific objectives:
● Supporting respective decision-makers and civil society with recommendations for improvement of policies in the sphere of public procurement and reconstruction to respond to war and post-war challenges and meet the EU accession requirements;
● Equipping target controlling bodies, journalists and civic monitors with analytical tools for monitoring and oversight in the sphere of public procurement and reconstruction projects;
● Enhancing civic oversight in the sphere of public procurement and reconstruction projects;
● Increasing awareness of project target audiences about transparency and accountability in the implementation of reconstruction projects in Ukraine.

Expected Results
● Further improvement of the public procurement system under martial law and the post-war recovery aligned with the EU accession agenda is ongoing with no backsliding.
● Extensive expertise and evidence base for decision-makers on the improvement of legislative initiatives and/or existing legislation in public procurement and reconstruction are provided to mitigate corruption risks and enable effective governance.
● Reliable analytical tools for monitoring and oversight in the sphere of public procurement and reconstruction projects are available (including stably functioning and up-to-date with legislation BI Prozorro analytic modules with integrated data from DREAM), and the number of experts trained to operate them is expanded.
● A network of 3-5 regional and local CSOs is formed to monitor reconstruction projects, with specialized training and expert support provided.
● Extensive expertise and evidence base for decision-makers on the improvement of legislative initiatives and/or existing legislation in public procurement and reconstruction are provided to mitigate corruption risks and enable effective governance.
● Reliable analytical tools for monitoring and oversight in the sphere of public procurement and reconstruction projects are available (including stably functioning and up-to-date with legislation BI Prozorro analytic modules with integrated data from DREAM), and the number of experts trained to operate them is expanded.
