Justice for victims of war and improving the observance of fundamental rights in Ukraine
Project Description
Ukraine’s accession to the European Union requires a rapid and complex adaptation of national legislation to EU standards, including full compliance with the Charter of Fundamental Rights. The project strengthens the protection of fundamental rights during this process by providing expert analysis, drafting recommendations, and advocating for rights-based legislative reforms. It assesses Ukrainian laws and draft laws for alignment with EU human rights rules, supports policymakers with evidence-based proposals, and develops a comprehensive Map of Legislative Adaptation Needs to guide reforms.
To increase public understanding and support for the reform agenda, the action conducts nationwide awareness-raising, expert discussions, media outreach, and public campaigns. Opinion polls and expert input inform clear, accessible communication on why fundamental rights must remain central to Ukraine’s European integration process.
The project also addresses the justice gap for victims of war crimes committed during Russia’s aggression by supporting advocacy for effective investigative and accountability mechanisms, monitoring domestic trials, and strengthening the capacity of civic initiatives working with affected communities.
Through expert support, public engagement, and targeted advocacy, the action contributes to more effective EU-oriented legislative reform, greater societal support for human rights–based integration, and improved opportunities for justice for victims of international crimes.

Specific Objective
The project aims to ensure that Ukraine’s process of legislative approximation to EU standards fully respects and integrates fundamental rights, while strengthening public support for rights-based reforms and improving access to justice for victims of international crimes.
Its overall purpose is to reinforce Ukraine’s human rights framework during EU accession by improving the quality of law-making, raising public awareness, and advancing accountability mechanisms.
Specific objectives:
1. Strengthen the integration of fundamental rights into Ukrainian laws and regulations through expert analysis, monitoring of draft legislation, and development of recommendations aligned with EU human rights standards.
