
Energy Community Secretariat commits to help Ukraine’s green rebuilding planning

The Energy Community Secretariat, co-chaired by the European Commission, will help Ukraine to prepare a National Energy and Climate Plan (NECP), an EU template for energy and climate governance.
The NECP will ensure transparency, sustainability and inclusivity. It is a comprehensive document that outlines a country’s policies and measures for achieving climate neutrality. The Energy Community Treaty will ensure that proper accountability mechanisms are in place. This should improve regulatory certainty and contribute to a de-risking framework for future investments.
“We are ready to support Ukraine in defining an operational pathway towards decarbonization targets while integrating with the EU. We share the views that the donors’ debate on a green rebuilding strategy for Ukraine should be complemented by the work on a tailor-made NECP,” said Secretariat Director Artur Lorkowski.
At the same time, the Energy Community Secretariat announced the U.S. Agency for International Development (USAID)’s pledge of a donation of up to $25 million for the Ukraine Energy Support Fund. This contribution will enable Ukraine to purchase urgently needed equipment for the energy and heating sector and prepare for the upcoming winter season.
