EU Anti-Corruption initiative - Phase II

Project Description
The EU Anti-Corruption Initiative (EUACI) is the comprehensive EU anti-corruption program in Ukraine financed by the EU and Denmark and implemented by the Ministry of Foreign Affairs of Denmark. The program contributes to reducing corruption in Ukraine at the national and local level through the empowerment of citizens, civil society, businesses, and state institutions.

The EUACI began in 2017 and has since established itself as a flagship program. A new 4-year phase was launched in May 2020 with a 22.9 million EURO budget, and the EUACI became an integrated part of the Foreign Ministry of Denmark. The EUACI is playing a pivotal role in ensuring the sustainable institutional development of anti-corruption institutions. Assistance provided to civil society organizations and investigative journalists enhances their capacities and promotes their essential role in anti-corruption efforts. Five cities are selected as Integrity Cities: the EUACI is cooperating with the city mayors and administrations, and civil society to strengthen transparency, accountability, and integrity.
Specific Objective
Objective: Reduction of corruption in Ukraine at the national and local level through the empowerment of citizens, the civil society, businesses and state institutions
Strategic objectives:
Objective 1: Enhanced independence, effectiveness and resilience of anti-corruption institutions functioning within a sound strategic framework
Objective 2: Reduced corruption at the local level in Integrity Cities and in other cities
Objective 3: Increased awareness of, and engagement in, integrity issues through engagement of the business sector, the civil society and the media
Expected Results
Key results:
- Enhanced independence, effectiveness and resilience of the anticorruption institutions.
- Increased capacity for identification, tracing and management of
assets.
- Increased efficiency and effectiveness of the parliament’s oversight of
anti-corruption policies and legislation.
- Reduced corruption in “integrity cities” that serves as inspiration in
other cities.
- Improved anti-corruption legislative framework on national and local
levels.
- Improved investigative journalism at national and regional level.
- Increased public awareness and engagement in demanding integrity.
- Increased awareness and dialogue on business integrity standards and
tools for doing business in a legal and ethical way
