Frontline for Justice: Civic Action to Safeguard Rule of Law and Institutional Integrity

Project Description
The project “Frontline for Justice: Civic Action to Safeguard Rule of Law and Institutional Integrity” strengthens civil society’s role in protecting rule of law reforms in Ukraine during wartime and the EU accession process. Implemented by a coalition of leading Ukrainian NGOs, the action focuses on monitoring legislation, safeguarding the independence of anti-corruption and judicial institutions, and promoting accountability in public governance.

The project will establish a continuous monitoring and early-warning mechanism to detect harmful legislative initiatives, conduct expert legal analyses, and advocate for reforms aligned with EU standards. It will also monitor the performance of justice and law-enforcement institutions and conduct integrity checks during key public appointments to prevent compromised candidates from taking office.

Through advocacy, legal follow-up, public communication, and cooperation with international partners, the project will strengthen democratic oversight, increase public awareness, and support Ukraine’s progress toward accountable institutions and European integration.
Specific Objective
The overall objective is safeguarding and advancing rule of law reforms in Ukraine.

The Specific objectives (outcome) are:
1. Dangerous legislative initiatives are stopped and needed laws adopted as a result of project team activities.
2. Follow up on revealed corruption misbehaviours with competent bodies and open criminal/administrative/disciplinary cases.
3. Research-based communication materials about legislative initiatives are available and used for advocacy purpose.
Expected Results
Expected result for overall objective - 4 of regressive legislative initiatives in the justice, anti-corruption, or law enforcement sectors that were prevented, withdrawn, or significantly amended as a result of civil society advocacy/institutional reforms or positive legal changes adopted in the justice, anti-corruption, or law enforcement sectors in line with civil society proposals.

Expected result for specific objective 1 - min. 4 dangerous legislative initiatives stopped/needed laws adopted as a result of project team activities.

Expected result for specific objective 2 - min. 20 criminal/administrative/disciplinary cases opened based on legal follow-up documents submitted.

Expected result for specific objective 3 - min. 4,8 million citizens in Ukraine and foreign partners are reached by the project communication materials.
