Project Description
The project “From Risk to Resilience: Women-Led Holistic Security and Gender Equality in Ukraine” aims to enhance safety and resilience of women in Ukraine in the context of war and recovery through implementation of sustainable holistic gender-responsive approaches in local decision-making, national policy frameworks, and multi-stakeholder partnerships grounded in robust gender analysis.
The project target groups are: Women's rights organisations (WROs); local authorities and service providers responsible for security; national government institutions, particularly those involved in gender equality policy, statistics, and recovery planning; women activists and leaders, internally displaced women, veterans, family members of veterans.

Specific Objective
• Strengthen capacity of women’s rights organisations and enhance collaboration between WROs and authorities to develop gender-sensitive policies at the local and national levels.
• Improve community safety and resilience through gender-sensitive risks analysis, development and implementation of local holistic security plans co-designed by women’s rights organisations, service providers and local governments.
• Strengthen the national gender equality monitoring system through development and institutionalisation of the Gender Equality Index.
• Improve leadership capacity, psycho-emotional resilience, financial literacy, and visibility in the recovery agenda of women activists at the local and national levels.
• Improve community safety and resilience through gender-sensitive risks analysis, development and implementation of local holistic security plans co-designed by women’s rights organisations, service providers and local governments.
• Strengthen the national gender equality monitoring system through development and institutionalisation of the Gender Equality Index.
• Improve leadership capacity, psycho-emotional resilience, financial literacy, and visibility in the recovery agenda of women activists at the local and national levels.
Expected Results
• Women’s rights organisations (WROs) and local authorities in five pilot regions jointly develop and pilot sustainable, gender-sensitive holistic security solutions that can be maintained by local stakeholders and integrated into community safety planning.
• Gender-sensitive security and recovery policies are informed and sustained through regular government-led production and use of the Gender Equality Index, with full transfer of methodology, tools, and responsibility to national institutions.
• Women – beneficiaries, including vulnerable groups - have become more visible, united, and represented, especially in the media, through participation in regional/national events and informational events and trainings.
• Gender-sensitive security and recovery policies are informed and sustained through regular government-led production and use of the Gender Equality Index, with full transfer of methodology, tools, and responsibility to national institutions.
