Support to Ukraine for developing a modern Public Health System

Project Description
The overall objective of the Project is to support the modernization and development of a sustainable public health system able to ensure disease prevention and control standards effectively in line with EU legislation, requirements, and practices.
Main purposes:
1. To support the consolidation and empowerment of the State Institution Public Health Center of the Ministry of Health of Ukraine
2. To support the creation of a modern blood safety system in Ukraine
Component 1 of the project supports the consolidation of the Public Health Center of Ukraine that shall become a moving force for the public health system reform. The reformed public health system in Ukraine will be aligned with the public health system in European Union.
The second component of the project will ensure the creation of a modern blood safety system that complies with the requirements of EU legislation. The new national blood safety system of Ukraine will work in line with the best international and EU standards of safety and service.
The project “Support to Ukraine for Developing a Modern Public Health System” is funded by the EU with a budget of nearly 5 million EUR and is implemented by GFA Consulting Group GmbH (GFA) in consortium with the Finnish Institute for Health and Welfare (THL). The project will run from 2019 to 2025.
Specific Objective
1. To support the consolidation and empowerment of the newly created State Institution Public Health Center of the Ministry of Health of Ukraine (UPHC)
2. To support the creation of a modern blood safety system in Ukraine
Expected Results
- UPHC is consolidated and operates in line with scientific, technological and epidemiological changes
- A regulatory public health framework is in place and aligned with EU requirements
- Institutional capacity of UPHC for standard setting, programming and implementation of essential public health functions and for providing technical expertise to MoH is reinforced
- Sustainable epidemiological surveillance system for communicable and non-communicable diseases is created
- International Health Regulations aimed at preventing, protecting against, controlling, and providing a public health response to the international spread of diseases are implemented
- A national regulatory framework for safety and quality standards for blood are in place and aligned with EU requirements
- Defining the new structure of the national blood system and ensuring the functioning of its two components - service provision and regulatory oversight
- Blood supply chain and donor safety are ensured
- European uniform standards for transfusion practice are in place
