The EU and France have allocated €4.5 million for the reform of state asset management in Ukraine

The three-year EU4SAR project, aimed at modernising state asset management in Ukraine with financial support from the EU and France, has been launched.

The EU4SAR project, initiated by an agreement signed at the Ukraine Recovery Conference in Gdańsk, has officially begun its work. Over the next three years, it will focus on reforming Ukraine’s state asset management system. The initiative is backed by financial support from the European Union and France, which have allocated €4.5 million for its implementation.

The project will be implemented by Expertise France in Ukraine in cooperation with the State Property Fund of Ukraine and the Ministry of Economy, Environment and Agriculture of Ukraine. The launch of EU4SAR is part of broader efforts by international partners to support Ukraine on its path of reform, particularly in the area of transparency and efficiency in state asset management.

Goals and mechanisms of the project

The EU4SAR project places emphasis on ensuring transparent rules for state asset management, the selection of competent buyers, and the protection of the public interest. EU Ambassador to Ukraine Katharina Mathernova stressed that the European Union will act as a supporting partner rather than one that makes decisions on behalf of the Ukrainian side. This means that Ukraine will retain its sovereignty in the reform process while receiving expert assistance and recommendations.

The project aims to improve the efficiency of state resource utilisation, attract investment, and enhance the institutional capacity of the relevant Ukrainian authorities. The three-year implementation period will allow for comprehensive changes to be introduced and their impact on the country’s economy to be assessed.

The European Union as Ukraine’s partner in reform

The European Union has reaffirmed its commitment to supporting Ukraine in carrying out reforms, including those related to the modernisation of public administration and the economy. The EU4SAR project is a further step in this direction, demonstrating the EU’s readiness to provide practical assistance and financial resources to help Ukraine achieve its strategic goals. This cooperation is aimed at strengthening the resilience of the Ukrainian state and preparing for future recovery.
