The Ukraine Recovery Programme is a framework loan to finance priority investments in the recovery of areas affected by the conflict in eastern Ukraine and basic infrastructure needs of internally displaced population. The project builds on the Ukraine Early Recovery Programme and will provide financing to some 200-400 individual small-medium sub-projects in several sectors: schools, hospitals, public buildings, street lighting, water, sewage, municipal transport and others.

The services to be financed by the NIP TA will consist of central level implementation support: mainly support to the Project Management Support Unit (PMSU) of Ministry of Communities and Territories Development (MCTD) and support to Ministry of Finance (MOF).
The PMSU will manage the entire project cycle, including selection, procurement, delivery, construction, quality control monitoring and reporting.
The EU NIP funded central level TA will support screening of sub-project proposals that include accurate technical information and financial estimates and allow processing a large number of sub-loan agreements as well as sub-project-related invoices and documentation.
The TA support will allow to track implementation physically in the project locations, conduct monitoring (including sub-project works supervision); statistical analysis and benchmarking of the works performed; automatic problem flagging (delays, time and quality deviation); report generation: focus on fast automatic pre-agreed response and actions.

The reports, the capacity building, the risk prevention, and all other outputs and outcomes of the TA will allow obtaining a proper implementation of the URP framework loan while enforcing and maintaining good quality of works, compliance with the Bank Environmental and Social Standards, procurement guidelines and corruption prevention.
The TA is expected to contribute into advancing the capacity development and setting up management and monitoring structures and procedures, as follows:
- Provide capacity development to the PMSU of MCTD, and to MOF, and other agencies relevant for the purposes of speeding up the allocations and disbursement of the URP framework loan.
- Assist MOF/ State Treasury in managing with a systematic approach the contractual obligations and payments related to the URP.
- Assist in the development of organizational structures in relevant agencies in line with European administrative best practices.
- Support the previous work in setting up transparent and effective management structures, procedures. Update or create specific Project Implementation Guidelines (PIG) and Financial Management (FM) for URP to give up to date management and reporting tools related to the URP framework loan.
- Support the set up integrated environmental and social management system (ESMS), such as human resources management, environmental management and occupational health and safety management, that allow the Promoter to identify, avoid, minimise, mitigate and offset or remedy any environmental and social impacts of the of sub-projects financed by the URP framework loan.
- Help support awareness of the SMP and SEP that will be developed for the programme within the PMSU of MCTD (although a separate TA provided by the UNDP have component of their contract supporting the SMP and SEP implementation).
- Update and amend the project implementation guideline throughout the life of the programme as required.
The TA will also enhance the capacities of the promoter and final beneficiaries to effectively plan, operate, monitor, and learn from the sub-projects (please refer to the list) to be financed under the loan. Hence the TA allow to implement the project and to support the implementation of multi-sector investment schemes (Housing, Water Supply and Sanitation, District Heating, Public Buildings, Transportation) in the municipal and social infrastructure sectors that have been adversely affected as a consequence of the conflict in eastern Ukraine, as well as relieving increased pressure on (social) infrastructure in other regions of the country due to the influx of Internally Displaced Persons (IDPs).
