Ukraine to receive up to €100 million from EIB to rebuild communities

Ukraine is set to receive €100 million to support communities, particularly those impacted by Russia’s military aggression, according to the press service of the Ministry for Communities, Territories and Infrastructure Development. The corresponding financial agreement between Ukraine and the European Investment Bank (EIB) was signed at the Recovery Conference and is currently undergoing ratification.

Key facts

EIB support will focus on the following areas:

• Restoration of municipal infrastructure, including schools (along with measures to reform the school meals system) and healthcare facilities.
• Housing projects for internally displaced persons (IDPs).
• Infrastructure projects related to water supply, sanitation, and heat supply.

The EIB continues to assist Ukraine, particularly in the reconstruction and restoration of infrastructure in liberated territories and areas with a high number of IDPs.

• Since 2014, €540 million in loan funds have been secured under two financial agreements between Ukraine and the EIB to support Ukraine’s reconstruction efforts. These funds are being used to implement over 400 social projects, including the rebuilding of schools, kindergartens, healthcare facilities, critical infrastructure, and housing projects for IDPs.

Context

Since Russia’s full-scale invasion of Ukraine in 2022, the EIB has provided immediate assistance, allocating €1.7 billion in funding and aiding in the repair of damaged infrastructure. The EU bank has also established a €4 billion credit line to support the integration of Ukrainians who fled their homes into EU countries.

In April, it was announced that Ukraine would receive an additional €560 million from the EIB for projects in energy, transport infrastructure, housing reconstruction, and initiatives to support economic recovery and Ukrainian businesses.
