The EU presents proposals for draft negotiating frameworks for Ukraine and Moldova

On March 12, 2024, the European Commission officially presented proposals for draft negotiating frameworks for Ukraine and Moldova to the Council of the European Union. These documents contain guidelines and principles for the accession negotiations with each candidate country, reads the press release of the European Commission as reported by European Pravda.

The negotiating frameworks establish the guidelines and principles for the accession negotiations with each candidate country.

The draft negotiating frameworks for Ukraine and Moldova build on the experience of past enlargements and the on‑going accession negotiations. They integrate the revised enlargement methodology and take into account the evolving EU acquis.

The draft frameworks prepared by the European Commission are divided into three parts: 1) principles governing the accession negotiations, 2) substance of the negotiations, and 3) negotiations procedure.

Now, the Council of the European Union will begin internal discussions of the proposals and adopt them. After that the state holding the presidency in the Council will present the agreed EU position at the first intergovernmental conference with each country, marking the formal start of accession negotiations.

According to media reports, the approval of the negotiating frameworks could be delayed for several months and may not take place until after the European Parliament elections in June.

As a reminder, the European Commission began working on the draft negotiating framework for Ukraine in January.

On Monday, the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine announced that Kyiv had completed all the recommendations of the European Commission necessary to move to the next stage of the EU integration process.
