About the Programme

The UKRAINE2EU Integration Support Programme for Ukraine is implemented in Ukraine by the Central Project Management Agency (CPVA), Lithuania. The overall objective of Ukraine2EU is to support Ukraine’s progressive alignment with the EU acquis and its overall EU integration efforts toward future EU membership. The initiative aims to build strong, efficient state mechanisms for managing Ukraine’s EU accession process and implementing related reforms.

Roles and Responsibilities

Thematic Expert on Customs, Fiscal Policy, Taxation and Entrepreneurship will play an analytical, methodological and coordination role within the framework of the Ukraine2EU Programme, supporting the Government Office for Coordination of European and Euro-Atlantic Integration (GOCEEI) and other beneficiary institutions involved in Ukraine’s EU accession process. The Expert will contribute to strengthening the coordination of legislative approximation, implementation of the EU acquis, planning and monitoring of the National Programme for the Adoption of the Acquis (NPAA), fulfilment of accession benchmarks and other accession-related processes in the areas of public procurement, company law, competition, financial services, taxation, fiscal policy, entrepreneurship, customs, external trade policy and own resources. The role also includes supporting the preparation of analytical and strategic documents, coordination of accession-related processes and cooperation with relevant stakeholders in the assigned policy areas. 

Key responsibilities:  

  • Support GOCEEI in the coordination, planning and follow-up of EU accession-related activities in the assigned policy areas.
  • Contribute to the coordination of the National Programme for the Adoption of the Acquis (NPAA), including preparation of analytical inputs, monitoring the implementation of NPAA measures, pre-verification of completed measures in the Pulse of Accession system, coordination of the relevant Tables of Concordance (ToCs) workflow, and support to the relevant planning, monitoring and reporting processes.
  • Contribute to the preparation of benchmark assessment reports, national inputs to the European Commission’s Enlargement Package, NPAA implementation reports, relevant Roadmaps, negotiating positions, briefing materials, non-papers and other analytical documents related to the assigned policy areas.
  • Provide analytical and methodological support to the coordination and servicing of the relevant Negotiating Working Groups and Expert Groups, including preparation and follow-up of meetings, coordination with beneficiary institutions and monitoring of agreed follow-up actions.
  • Provide expert support in legislative approximation, including preparation and monitoring of priority draft legislation and analytical support related to Ukraine’s EU accession process.
  • Prepare policy papers, analytical reports, recommendations and other expert inputs supporting legislative approximation, fulfilment of accession benchmarks and implementation of reforms in the assigned policy areas.

Requirements

Education

  • University degree in a relevant field, such as Law, Economics, Public Administration, European Studies, International Relations, Political Science, Finance, Business Administration or another discipline relevant to the assignment.

Experience

  • Minimum five (5) years of relevant professional experience in customs, fiscal policy, taxation, entrepreneurship policy, or other fields relevant to the assignment.
  • Experience in preparing analytical documents, policy papers, reports, legal or technical analyses, or other documents supporting policy development and decision-making.
  • Experience working with public institutions, international organisations and/or technical assistance projects.
  • Experience related to the EU accession process, implementation of the EU acquis, legislative approximation or the National Programme for the Adoption of the Acquis (NPAA) would be considered an advantage.

Skills

  • Strong analytical, drafting, organisational and coordination skills.
  • Good understanding of the EU accession process and legislative approximation.
  • Ability to prepare high-quality analytical documents and communicate complex information in a clear and concise manner.
  • Ability to work independently, manage multiple assignments and deliver high-quality results within agreed deadlines.
  • Excellent communication and stakeholder engagement skills.

Languages

  • Proficiency in Ukrainian and English (written and spoken).
