Alongside its comprehensive support for Ukraine’s education sector, the EU is focused on helping Ukrainian youth develop the necessary professional skills required for Ukraine’s recovery on its path to full-fledged EU membership.

In particular, the EU has allocated a total of
EUR 21 million

under the large-scale EU4Skills programme, ‘Better Skills for Modern Ukraine’ to modernise Vocational Education: modern agricultural and road construction equipment for 5 VET schools was procured, and construction work is underway at 8 VET facilities (will be completed in December 2025).

EUR 16 million
were allocated under this Programme to support reforms and resilience of VET system.

Since the beginning of Russia’s full-scale invasion, the EU4Skills Programme procured 400 power generators and 18 buses, equipped 25 computer labs, printed 180 000 copies of textbooks for VET schools. As part of the same programme, 20 online courses were introduced to develop tailored professional skills that will be needed in the post-war recovery process. More than 10 000 people registered for these courses, and 8 000 of them successfully completed their studies. The programme funded 20 IT classrooms, provided uninterruptible power supply to vocational education and training establishments, introduced new digital tools and curricula, and provided 2 500 teachers with modern digital tools and teaching aids.

Thanks to a
EUR 58 millionloan from the European Investment Bank (EIB)

and EUR 8.5 million in technical assistance, 7 Centres of Excellence will be established in Ukraine in 2021–2027. In 2022–2023, the ‘EU Support to the East of Ukraine’ project allocated EUR 900 000 for the renovation of dormitories at 23 vocational schools, and to provide training in the most in-demand occupations, re-skilling courses (including for IDPs and veterans), evaluation and updating of vocational education and training curricula, and targeted assistance to selected VET institutions.

The European Union has allocated
EUR 6 million

until 2026 to implement a large project to help vocational education and training in Ukraine under the ‘Skills4Recovery’ programme, which aims to improve policy-making, regulatory and legal frameworks for vocational education and training and their implementation in line with EU requirements, and develop programmes to support the most critical recovery occupations and skills for different groups, including veterans and IDPs, to facilitate their reintegration.
