21/04/2023

On 21 March, Ukraine received €1.5 billion from the European Union under the Macro-Financial Assistance programme.

This was reported by the Ministry of Finance.

This is the second tranche of the €18 billion assistance package for 2023. Ukraine received the first tranche of €3 billion in January and will receive the next tranches later this year, subject to the fulfillment of the agreed conditions.

The loans will have a 10-year grace period. The EU Member States will cover the bulk of the interest costs via external assigned revenues.

This long-term loan is concessional but conditional on reforms. As previously reported in the media, Ukraine needs to implement reforms in the areas of rule of law, governance and the fight against fraud and corruption. In total, the EU has provided €11.7 billion in macro-financial assistance to Kyiv since the start of the full-scale Russian-Ukrainian war.
