Phoenix: Resilient Ukraine in the Time of War (Phoenix Ukraine Project)

Project Description
The Phoenix Ukraine Project aims at increasing resilience of the internally displaced persons (IDPs), host communities and civil society in responding to the crisis caused by Russia’s invasion of Ukraine. The Project will focus on emergency support to IDPs and affected communities by providing them with innovative tools, skills and knowledge to respond to the crisis.
The East Europe Foundation (EEF) as the Implementing Partner will help to ensure its sustainability of operations and adaptation to the new context for EEF’s partner civil society organizations (CSOs) and network.
Phoenix Ukraine Project consists of the following components:
1) Online training programs and resources for IDPs and CSOs;
2) Acceleration Program for CSOs focused on digital solutions to support IDPs and local communities;
3) Small grants program for local initiatives;
4) Institutional grants and support for partner CSOs network (including the improvement of financial, administrative, communicative and IT procedures).
Specific Objective
The overall objective of Phoenix Ukraine Project is to increase resilience of the internally displaced, host communities and civil society in responding to the crisis caused by the Russia’s invasion of Ukraine. The action has two specific objectives (SOs):
SO1: IDPs, CSOs, entrepreneurs demonstrate resilience to the crisis; the psychosocial status of displaced people and social cohesion in the hosting communities improved;
SO2: EEF’s network of key partner CSOs adapted to the new context and demonstrate institutional sustainability.
Under its Specific Objective 1, the Action provides emergency response to IDPs and affected communities by providing them with innovative tools, skills and knowledge to respond to the crisis. This objective will concentrate on the youth, entrepreneurs and CSOs as agents of change. Being an active part of the society, they will use provided opportunities thus benefitting also their families, communities, and society at large.
Under its Specific Objective 2, EEF’s network of partner CSOs will adapt to the new context and demonstrate institutional sustainability. EEF will help up to 10 CSOs from its partner network to continue their operations thus contributing to EEF’s vision and mission to transform Ukraine into a country that serves its people.
Expected Results
1. IDPs accommodate to the new realities and became economically sustainable by obtaining courses for displaced, local entrepreneurs and CSOs aimed to transfer their operations, as much as possible, into the digital realm;
2. IDPs and local communities benefit from the digital solutions on service delivery and community support developed within the Acceleration Program.
3. Up to 20 CSOs demonstrate resilience and continue providing support for local initiatives and complex support to IDPs, host communities and relocated businesses within the small grants program;
4. Up to 10 CSOs demonstrate institutional capacity through receiving institutional grants and training support on key elements of institutional development;
5. EEF and its partner network improved their financial, administrative, communicative and technical procedures and systems to withstand the crisis.
