The Recovery Spending Watchdog
Project Description
The primary objective of the project is to establish an impartial and government-independent monitoring system for tracking the allocation of budgetary and donor funds towards reconstruction efforts. This entails a comprehensive analysis of expenditures and the active engagement of the public in overseeing the recovery process.
To achieve this goal, we are developing an innovative online platform called the Big Recovery Portal, which will serve as a centralized hub for:
• Maintaining a publicly accessible database of ongoing recovery projects, whether led by governmental bodies, communities, donors, or philanthropic organizations.
• Monitoring the financial outlays associated with these projects, and drawing information from open sources.
• Analyzing the priority and expediency of the projects, their risks and possible defects;
• Empowering proactive citizens and civil society organizations to participate in the monitoring of specific recovery initiatives through the feedback mechanism
The portal will interact with the Digital Restoration Ecosystem for Accountable Management (DREAM), a digital framework spearheaded by the Ministry for Communities, Territories and Infrastructure Development of Ukraine, in collaboration with the RISE coalition.

The portal will interact with the Digital Restoration Ecosystem for Accountable Management (DREAM), a digital framework spearheaded by the Ministry for Communities, Territories and Infrastructure Development of Ukraine, in collaboration with the RISE coalition.
Specific Objective
The project will propose mechanisms to enhance trust, through improved coordination, transparent reporting, and public control over government actions. Additionally, it will uncover the potential synergistic effects of coordinating various EU and non-EU funded projects. Main objectives of the project are:
• The efficient and transparent public spending on recovery and reconstruction;
• Support of development of effective, accountable and transparent practices;
• Ensure public access to information;
• Enhance inclusive and sustainable recovery of cities.
These developments will benefit the people of Ukraine, including vulnerable groups, as well as non-governmental actors, officials, and expert and donor communities involved in reconstruction and recovery efforts

Expected Results
Main expected results of the project are as follows:
1) Formulation of key recovery spending guidelines based on international experience;
2) Monthly monitoring of the recovery and reconstruction spending from publicly available sources;
3) Ensuring open access to the information within Ukrainian society;
4) Support the Ukrainian Government in making better decisions on funding the recovery through analytical reports, policy briefs, expert discussions, and meetings with government representatives;
5) Monitoring of recovery and reconstruction at the local/regional level.
These objectives aim to strengthen efficient and accountable public reconstruction and recovery spending. By achieving these objectives, the project intends to:
- increase government accountability by improving transparency and communication on the efficiency of reconstruction spending;
- enhance awareness among government officials regarding the efficiency of recovery and reconstruction spending;
- foster public involvement and ownership in the national and local recovery and reconstruction process.
The project's outcomes will be measured using specific indicators defined in the project logframe. The project is designed to be agile, adapting to the changing war and post-war environment, and fulfilling its monitoring and communication mission.
