Support to Early Recovery in War-affected Areas in Ukraine

Project Description
Russia’s full-scale invasion of Ukraine has resulted in extensive loss of life, mass displacement, and widespread destruction of homes and critical infrastructure. With millions of people internally and externally displaced, urgent action is required. The UNDP Ukraine project aims to ensure civilian protection, facilitate safe returns, and aid reconstruction efforts.

The project focuses on three key components: debris and explosive ordnance clearance, identifying and mitigating environmental and community health risks, and restoring essential utility services. Collaborating closely with national and local authorities and emergency response bodies, UNDP will assess damages, provide equipment and support, and promote green recovery principles.

By clearing hazardous debris, mapping risks, and restoring utilities, the project aims to create safer environments, enabling humanitarian access, and laying the groundwork for recovery. The project seeks to address immediate needs while fostering the resilience of the Ukrainian communities and (non)governmental actors, and sustainable development.

The project aims to protect civilians in targeted regions and establish preconditions for the safe return of internally displaced persons (IDPs) and refugees. It focuses on facilitating reconstruction and early recovery efforts by implementing key interventions.
Specific Objective
The project's objective is to safeguard civilians in targeted regions, create preconditions for the secure return of IDPs and refugees, and enable reconstruction and early recovery.
1. To clear debris and explosive ordnance from targeted regions, ensuring safe access for civilians, and facilitating reconstruction efforts through activities such as damage assessment, liaison with relevant authorities, debris removal, and proper waste disposal.
2. To identify, assess, and mitigate critical environmental and social health risks and impacts.
3. To restore critical utility services, including water supply systems, wastewater networks, waste management systems, electricity/renewable energy systems, and damaged social infrastructure and utility connections.
Expected Results
1. Civilians, first responders and humanitarian actors benefit from safe access to target war-affected areas following the removal of debris and explosive ordnance to facilitate the return process, early recovery and reconstruction.
2. War-affected communities are at reduced risk of exposure to environmental risks and environmental management/recovery plan is designed.
3. The public health and environment are protected from further negative exposure through the restoration of critical public services such as water supply, waste treatment, electricity and other public service delivery.
