Rapid Expert Support for Culture and Media Policies in Ukraine (RES-POL)

Project Description
The Rapid Expert Support for Culture and Media Policies in Ukraine (RES-POL) aims at increasing capabilities of the MCIP in the process of overcoming the consequences of the war and on the way to Ukraine's membership in the EU by providing expert support in the course of designing and implementing relevant policies.
The project activities can be divided into 3 large groups, namely research and vision, sectoral strategies and operational programmes, operationalization and implementation. At the first stage, work will be carried out on the analysis of previous policies and their consequences, as well as an assessment of the capacity of the Ministry and its ecosystem. At the second stage, the strategies will be developed for arts, cultural heritage, creative industries, and media sectors. The operational programmes for these 4 sectors will be developed based on the assessment of the previous policy interventions and EU member states experience. The third stage is dedicated to operationalisation of the policy documents by designing implementation roadmaps for the policies, strategies and operational programmes. To ensure tangible results and effective capacity-building of the MCIP policy officers, the RES-POL will support the design of the pilot project concepts (pilot interventions) and legal amendments proposals

Specific Objective
Overall objective (i.e. impacts) is to enhance strategic leadership of the Ministry of Culture and Information Policy (MCIP) in the post-war recovery in the key intervention areas Specific objective(s) (i.e. outcome(s)) to: SO1: Improve institutional readiness of the MCIP and its agencies to leverage Ukraine’s EU accession process SO2: Strengthen functional policy making capabilities of the MCIP

Expected Results
R1 Policy profiles for key policy areas (arts, heritage, creative industries and media) are updated outlining critical intervention areas and the role of the Ministry and partners in ecosystem
R2 Development pathways for the key sectors are designed and supported by the respective operational programmes linked to Ukraine's EU accession process
R3 Implementation capacities of the Ministry are strengthened via elaboration of the implementation roadmaps for the policies, strategies, operational programmes, pilot interventions and Ministry's strategy aligned with the overall vision for culture, heritage, creative industries, and media in post-war Ukraine
