The action will implement the reform on the structural separation of accounts between Public Service Obligations (PSO) and non-PSO activities of key State-owned enterprises (SOEs) in Ukraine in alignment with EU State aid rules. It is in line with the key reforms in the SOE sector foreseen by the Ukraine Plan. The action will aim to improve the transparency and the corporate governance of the SOE sector and help the country align with the EU acquis on State aid, which is important for the EU accession process.

The specific objective of this assignment is to support the Ministry of Economy of Ukraine and other line ministries to prepare for and implement the separation of accounts between public service obligations (PSO) and non-PSO activities in all top key Ukrainian SOEs approved by the Cabinet of Ministers protocol decision.

1.1. Report with gap analysis in terms of compliance with the SGEI package
2.1 Report with definition of PSO activities per specific SOE, including recommended methodology for each SOE to follow in order to calculate the compensation for the biggest 5 SOEs involved in PSO from the list of top key SOEs approved by the Government (see p. 4 with definition of these SOEs)
2.2 Report with definition of PSO activities per specific SOE, including recommended methodology for each SOE to follow in order to calculate the compensation for the rest of SOEs involved in PSO from the list of top key SOEs.
