The European Union welcomes the strategy of reforming the law enforcement system recently signed by the President of Ukraine Volodymyr Zelenskyy, the EU Delegation in Ukraine stated on May 12.
“Effective and reformed law enforcement bodies are critical for Ukraine’s resistance, modernisation and EU accession, as well as for fulfilment of the 7 recommendations. We look forward to seeing the implementation of the reforms and are determined to provide comprehensive support,” a representative of the delegation stated.
Prosecutor General of Ukraine Andriy Kostin stated on May 12 that the plan for the reform of the law enforcement system consists of six priority areas:
- Effectiveness and efficiency of law enforcement and the prosecutor’s office as an integral part of the security and defence sector.
- Consistent criminal policy, with a priority on preventing crime, inevitability of accountability, protection of an individual, society and state against criminal offenses, and ensuring protection of interests of the victim.
- Quickness of the criminal proceedings while observing international standards and the rule of law.
- Result-oriented governance system.
- Comprehensive digital transformation.
- Openness, transparency, accountability, independence, and political neutrality.
Just yesterday, President Zelenskyy informed that he approved the plan for the reform of the law enforcement system.
The Cabinet of Ministers previously informed about drafting a strategic plan of the reform of the law enforcement system in January 2023.
According to surveys, the level of trust of Ukrainians towards the government institutions grew since the start of the full-scale Russian invasion. As of January 2023, the Kyiv International Institute of Sociology stated that the trust in the SBU increased from 29% to 63% (the balance increased from -7% to +54%), and in the National Police – from 30% to 58% (the balance increased from -14% to +45%). At the same time, prosecutors and courts have the lowest level of trust: 25% of Ukrainians trust the courts, 34% do not trust (the balance is -9%). 21% trust prosecutors, 32% do not trust them (the balance is -11%).
