Project Description
"Re:silience. Re: cover. Re:construction." (Re:Ukraine) the project was created for the multi-level restoration and development of Ukraine in wartime conditions. As a result of the aggression of the russian federation, Ukraine faced a number of problems:
1. Instability of the country's economy;
2. Constant misinformation from the russian federation;
3. The need to develop a tool for assessing the damage caused by russia;
4. Lack of analysis and monitoring of public financial management in wartime;
5. The need to review the functionality of the public procurement solution in wartime;
The proposed activities of the Project are rather diverse but target the most important spheres.

The overall objective of the Project is to increase the resilience of the Ukrainian society to the Russian aggression, and enhance awareness and information about Russian aggression and its consequences in Ukraine and worldwide.

The Project addresses such needs of the following target groups:
1. Central and local government representatives (with a special focus on PP, tax and debt management, economic recovery practices, and material losses evaluation):
- Elected officials that require objective and independent information about developments in the PFM area for policy-making, supervision, and control;
- Central government bodies that need information support and capacity building for prudent everyday management and policymaking;
- Local government officials need support to increase the efficiency of budget spending, public procurement, etc.
2. Civil society and experts:
- CSOs that monitor spending and engage in anti-corruption activities need actionable and accessible data as well as educational support in its usage. Ukraine has built a robust community of watchdogs and experts, and we aim to expand their focus in PFM sphere and other relevant topics;
- Scientists that work on economic recovery actions and planning, tax and debt management (budget data, analysis revenues, and spending) to be able to provide academic support to policymaking and independent verification or criticism of state policies.
3. Tax-payers and businesses:
Tax-payers and business associations need reliable data and communication support to influence tax and debt management policies especially to be adopted during and after wartime.
4. International, national and local media:
Media provide people with accurate information about Russian fakes and disinformation, the recent developments in Ukraine, sanction regime updates, etc.

The final beneficiaries of the project are citizens of Ukraine as all activities proposed under this Project will lead to a better quality of life and a more fair environment for everyone, faster recovery of the Ukrainian economy, and more aware society.
Specific Objective
The overall objective is to increase the resilience of the Ukrainian society to the Russian aggression, and enhance awareness and information about Russian aggression and its consequences in Ukraine and worldwide.
Expected Results
These are the main expected results:
1. Increased capacity of local and central authorities to address immediate essential aid requests during the war.
2. Increased psychological resistance of the population to combat the negative effects of the war; Increased awareness on the key economic principles and rules during the war; Increased capabilities for employment and entrepreneurship (with special focus on IDPs and war/ after-way conditions and realities); Increased the capacity and capabilities of the NGOs sector to rapidly reformat and adapt activities in wartime and postwar times, as well as in the context of forced changes of the society's priority needs.
3. Accumulated information about public, private, and commercial material damages in regards to the Russian aggression is available online.
4. Enhanced efficiency of the public procurement system and its stakeholders in times of war and during the post-war reconstruction period.
5. Increased capacity of the GoU in part of the most effective economic recovery and reconstruction practices, effective reforms and necessary legislation changes - to be applied in Ukraine after the war.
6. Ukraine remains high on the agenda of the world media urging governments to increase support to our government to apply new sanction packages both by the governments and private companies; a ‘Ukrainian lens’ prevails in Ukraine coverage.
7. Ukrainian society becomes immune to russian fakes and propaganda and learns about the activities of the project.
