EU4Youth phase III — Create Ukraine

Project Description
Create Ukraine is a programme designed to bring change-makers—young Ukrainians with valuable international experience—back to their homeland to apply their skills in building a robust economic system, implementing vital reforms, and addressing the challenges posed by war.

In today’s globalized world, young people increasingly seek opportunities beyond their home countries for personal and professional growth. Create Ukraine facilitates the return of these talented individuals to make a meaningful impact. This pilot project is implemented in collaboration with the Ministry of Economy of Ukraine, emphasizing a commitment to national development.

To maximize their effectiveness, participants receive comprehensive support and professional development opportunities from the Kyiv School of Economics, vital as they transition into their roles in Ukraine's dynamic landscape.

Over ten months, the winners of Create Ukraine join the advisory team of the Ministry of Economy and will engage in various activities, including: leading projects to drive essential change; studying targeted programs on leadership, policy analysis, and project management; attending seminars and workshops led by experts; receiving mentorship from experienced government officials; and becoming integral members of a community of changemakers. They will also foster a strategic partnership between the government and society while tackling critical challenges alongside their dedicated team.
Specific Objective
To strengthen resilience and build capacities to respond to impacts generated by Russia’s war against Ukraine:
To create conditions for Ukraine's economic recovery and development by attracting and reintegrating young Ukrainian professionals from abroad to work in the public sector, in particular in the Ministry of Economy of Ukraine.
To empower and enhance young Ukrainians to become successful professionals through getting new working experiences and updating their skills in the public sector of Ukraine.
To strengthen the capacity and efficiency of the Ministry of Economy of Ukraine in developing and implementing economic policies and reforms, and promoting a culture of innovation, cooperation, and excellence.
Expected Results
Recruited a cohort of 10 young Ukrainian professionals aged 22-35 with a minimum of 1+ years of international work experience, preferably in mid-level management positions, to enhance capacity, bring diverse perspectives, and foster innovation. Alternatively, candidates with a master's degree from international universities, even without work experience abroad, are also considered suitable for participation. Facilitated smooth integration of selected participants into the Ministry of Economy through a comprehensive onboarding and orientation program, thereby improving their effectiveness and alignment with institutional goals.
Delivered targeted professional development and training programs to significantly enhance participants' skills in policy analysis, project management, and leadership, leading to improved performance and effectiveness.
Assign participants to key projects and initiatives within the Ministry of Economy based on their skills, experience, and interests, and provide guidance and mentorship to support their effective contribution.
Fostered a strong network among program participants, encouraging knowledge-sharing, collaboration, and mutual support within the Ministry of Economy and KSE Foundation, thereby enhancing collective expertise and organizational cohesion.
Implemented a performance evaluation system to assess participants' progress, achievements, and areas for improvement, leading to regular feedback and coaching, thus enhancing personal development and overall program effectiveness.
