Natolin4Capacity Building Phase II – Strengthening Ukrainian Public Administration for EU Integration

Project Description
The overall objective of the Project is to enhance the capacity of the Ukrainian public administration to effectively manage the EU accession process and implement the reforms necessary to meet EU membership requirements.

Natolin4Capacity Building Phase II project builds upon the experience and success of the Natolin4Capacity Building (N4CB) project, implemented in 2020–2024 to support the public administration of Ukraine in implementing comprehensive reforms and the EU-Ukraine Association Agreement (AA) as well as candidate status.

New project capitalizes on the achievement and deliverables of the N4CB with an updated educational offer, including onsite sessions in Poland and Ukraine, Training of Trainers modules and additional e-learning modules. The implementation will refer to the Brand and Visibility for EU Actions in Ukraine manual recommended by the EU Delegation in Ukraine and in accordance with Communication and Visibility Requirements for EU External Actions.
Specific Objective
1. Strengthen the institutional and human capacities of the Ukrainian public administration to manage the EU accession process and implement required reforms.
2. Improve access of public administration employees and the general public to modern learning tools on EU integration and reforms.
3. Support cooperation between EU and Ukrainian institutions and assess the potential expansion of the College of Europe’s educational activities in Ukraine.
Expected Results
1. Improved management of the EU integration process and implementation of reforms by the Ukrainian public administration. Key outputs include a Training Needs Assessment report; five two-day trainings in Kyiv for 90 officials; two Training of Trainers modules for 36 participants; and a study visit and exchange seminar in Poland for representatives of the High School and EU public administration institutions.
2. Enhanced access of public administration employees and the general public to knowledge and skills essential for EU-related reforms. The project will deliver twelve six-week onsite modules at the College of Europe in Natolin for 100 Ukrainian officials, resulting in 100 analytical papers under EU expert mentorship. Five new and sixteen updated e-learning courses will be available on the High School platform, and a draft government regulation on offsite training will be prepared.
3. Strengthened evidence base and awareness of Ukrainian authorities regarding the potential expansion of the College of Europe Natolin’s educational activities in Ukraine, through a completed feasibility study and stakeholder consultations on future cooperation.
