EU, UNDP, and the Netherlands facilitate establishment of new veteran spaces in Sumy Oblast

Veteran spaces in the Krolevets and Konotop communities unlock new opportunities for veterans, offering essential support, access to key services, and avenues for active participation in community life.

The United Nations Development Programme (UNDP) in Ukraine, the Government of the Kingdom of the Netherlands, and the European Union (EU) have supported the launch of two veteran spaces in the Krolevets and Konotop communities in Sumy Oblast. These initiatives stemmed from strategic sessions held in 2024, where community representatives identified the need for dedicated veteran support hubs. Consequently, UNDP and its partners funded two grant projects totalling US$48,738.

In the Krolevets community, a veteran space was established at the local social service centre, backed by financial support from UNDP, the Netherlands, and the EU. As part of wider community safety initiatives, an inclusive sports area was also set up. This multifunctional space integrates diverse support mechanisms, including a consultation area for social services, an art café with a mini stage, a workshop, and a rehabilitation equipment rental station. Veterans and their families benefit from psychological support and participate in sports activities and cultural exhibitions. The space, which is financed by the local budget, collaborates with businesses and civil society organizations, and has engaged over 500 participants in its first four months of operation.

In the Konotop community, a veteran space was integrated into the territorial social service centre. In September 2024, the premises sustained damage due to shelling, prompting UNDP and its partners to allocate additional funding for its restoration. The facility is now fully equipped with designated areas for psychological support, advisory services, and wellness activities, as well as essential furnishings, technical equipment, and a generator. It regularly hosts training sessions, veteran-oriented events, and community awareness campaigns.

These projects were implemented by the public organisations Krolevets Association of Anti-Terrorist Operation Participants and Youth Organization of Students “New Time” in Krolevets and Konotop, respectively.

The Ambassador of the Kingdom of the Netherlands to Ukraine, Alle Dorhout, underscored that veteran support is a long-term investment in community resilience. “Veterans possess invaluable experience, and we are committed to ensuring they have opportunities for personal growth,” stated Mr Dorhout. “Their leadership potential, strategic acumen, and drive for positive change are assets to society. To harness these qualities, it is vital to establish effective reintegration and support mechanisms, and we are pleased to contribute to this effort, particularly by backing spaces like those in Sumy Oblast.”

Head of Cooperation at the EU Delegation to Ukraine, Stefan Schleuning, highlighted the significance of community-driven veteran reintegration. “Veteran reintegration can only be effective when it is anchored at the community level,” noted Mr Schleuning. “We are proud to support these new veteran spaces in Sumy region as part of the EU4Recovery programme. These hubs will provide veterans with a range of services, helping in their return to civilian life.”

UNDP Resident Representative in Ukraine Jaco Cilliers emphasised that successful veteran reintegration extends beyond social responsibility — it requires the establishment of robust and sustainable support institutions. “Veteran spaces are more than just gathering places; they serve as powerful instruments for adaptation, professional growth, and social cohesion,” stressed Mr Cilliers. “UNDP is dedicated to fostering their development, enabling veterans to realise their full potential and play an active role in their communities.”

The joint support of UNDP, the Government of the Kingdom of the Netherlands, and the EU is a comprehensive initiative aimed at establishing sustainable mechanisms for veteran integration, ensuring social adaptation, enhancing leadership capabilities, and fostering economic independence.
