Recovery Window network: EU4Reconstruction presented in Ukraine

07/05/2025

A new support programme, EU4Reconstruction, was presented at the Ministry of Community and Territorial Development of Ukraine on 6 May, according to the Recovery Window network, a media partner of the EU NEIGHBOURS east programme.

The EU4Reconstruction programme is part of the Team Europe initiative and aims to strengthen Ukraine’s institutional capacity in the areas of public investment, infrastructure restoration and regional development in line with European Union standards.

According to Alyona Shkrum, First Deputy Minister of Community and Territorial Development, EU4Reconstruction is a strategic platform that will help Ukraine to rebuild its destroyed infrastructure in a smart, transparent and EU-compliant manner.

“This involves supporting key reforms, particularly in public investment management and the construction sector, as well as strengthening the capacity of communities to influence the reconstruction process,” Alyona Shkrum said at the meeting with a delegation from the European Union and EU member states. “It is very important that the programme involves civil society in monitoring, which increases transparency and trust in the process.”

The delegation from the EU and member states included Pierre-Yves Bellot, Programme Manager at the EU Delegation to Ukraine, as well as experts and officials from Germany, France, Denmark and Lithuania.

The Ukraine Recovery Window media network brings together 80 independent regional and national media and analytical platforms to monitor and report on all aspects of reconstruction in Ukraine, highlighting EU and international donor support for recovery. The Recovery Window network is a partner of the EU NEIGHBOURS east programme.
