EU adopts 10th package of sanctions against Russia

The European Union adopted the 10th package of sanctions against Russia. The new package lists 121 individuals and legal entities, trade and Russian propaganda outlets, reported RBC-Ukraine with reference to the Twitter account of Josep Borrell, High Representative of the EU for Foreign Affairs and Security Policy.

The 10th sanctions package is adopted: 121 individuals and entities listed, significant new import/export restrictions, banning Russian propaganda outlets,” wrote Borrell.

He stated that the EU remained united in its determination to dent Russia’s war machine.

As part of our [sanction – ED] listings, we are targeting those responsible for the deportation and forced adoption of at least 6.000 Ukrainian children. This is a clear violation of international law, including the Geneva convention, as I raised at UN Security Council yesterday,” noted Borrell.

Import/export control and restrictions

Additional restrictions have been introduced on export of critical technologies and industrial products, such as electronics, heavy trucks and their spare parts, semi-trailers, and special vehicles, spare parts for turbojets, as well as construction goods that can be directed to the Russian military, for example, cranes and fork-lifts trucks.

The list of banned goods includes additional electronic components used in Russian weapons systems (drones, missiles, helicopters, other vehicles), as well as bans on specific rare earths and thermal cameras with military applications.

The new sanctions also target sensitive dual-use technologies.

Today’s decision also adds to the listing 96 entities associated to Russia’s military-industrial complex, thereby increasing export restrictions on them. This includes, for the first time, seven Iranian entities that have been using EU components and providing Russia with military “Shahed” drones to attack civilian infrastructure in Ukraine.

Furthermore, the EU decided to prohibit transit of dual-use goods and technologies through Russia to prevent circumvention.

The new package imposes import bans on such Russian high-revenue goods as bitumen and related materials like asphalt, and synthetic rubber and carbon blacks.

Mass media

According to the statement of the Eu, the new sanctions against Russia include prohibition of broadcasting and dissemination of RT Arabic and Sputnik Arabit used by Russians to spread propaganda.

Prohibition to serve on governing bodies of critical infrastructure companies and organizations of the EU

Today’s decision of the EU limits the ability of citizens of Russia to serve on governing bodies of critical infrastructure companies and organizations of the EU. Having Russian nationals in governing bodies of such entities may threaten their well-functioning and the security/safety of EU citizens, as well as the security interests of the EU.

Energy

The EU banned Russian nationals from booking gas capacity in gas storages to protect gas supplies to the EU and avoid Russia’s weaponization of its gas supply and risks of market manipulation by Russian operators.

Reporting obligations

To ensure effectiveness of the ban on freezing Russian assets, the EU introduced more detailed reporting obligations on assets and economic resources owned by individuals and entities from the list, which were frozen or move shortly before being included on the list. The EU also introduced new reporting obligations to member states and the Commission on assets and reserves of the Central Bank of Russia.

Individual listings

In addition to economic sanctions, the EU added to the listings a large number of additional individuals and legal entities.

Three additional Russian banks were added to the list of sanctions (asset freeze and prohibition to provide funds and economic resources).

As a reminder, just a few days ago the EU member states agreed on the 10th sanctions package. Poland is not happy with the new sanctions package; the country called it “too mild”.
