Ukraine’s public sector has addressed and responded quickly to the numerous problems caused by the war and started to address them. However, public organisations have to adapt quickly, develop new competencies and areas of activity. At the same time, local non-governmental organisations (NGOs) are well aware of the context and issues of their target communities.
To support such organisations, East Europe Foundation announces a grant competition for non-governmental organisations (NGOs), which provide comprehensive support to internally displaced persons (IDPs) and host communities during the war.
The grant competition is conducted within the Phoenix Project, which is implemented by East Europe Foundation with the financial support of the European Union.
The grant program has the following objectives:
- Strengthen NGOs’ capacity to respond to challenges and needs of IDPs and their host communities;
- Support relocation of small and micro businesses;
- Encourage social reintegration of IDPs.
Activities within the scope of the grant programs are (but are not limited to):
- Create and strengthen partnerships between interested NGOs and local authorities to solve local problems and challenges in wartime;
- Enable social integration and rehabilitation of IDPs, including help with employment and mentoring, and psychological support;
- Develop and implement effective recovery models to ensure the activity of relocated small and micro businesses, including social entrepreneurship;
- Contribute to the involvement of IDPs and other vulnerable population groups in solving community problems;
- Research and development programs and policies that contribute to capacity building of local and displaced CSOs and host communities.

Please note that within this grant competition, no funds may be allocated to support purchasing, transportation, and distribution of humanitarian aid (including food, non-food items, and medicines) and military assistance.
The grant program is part of the effort to develop non-governmental organisations and strengthen their resilience during the war. Partner organisations selected as a result of the competition will be offered organisational development support and online courses. By applying to a grant competition, organisations participate in educational and information events within the Phoenix Project.
The following non-governmental organisations may participate in the grant competition: Charitable organisations ((nonbusiness associations, institutions, and foundations), non-governmental associations (non-governmental organisations and unions), and other legal entities registered in Ukraine and having the status of a nonprofit organisation.
Individuals, business entities (including legal entities and sole proprietors), state authorities, local government bodies, political parties, and religious organisations shall not apply.
Organisations in bankruptcy or undergoing a legal termination procedure at the time of application are not allowed to participate in the competition.
We invite the following organisations to participate in the grant competition: Entrepreneurship development organisations; organisations that assist with psychosocial adaptation of IDPs, children, and other vulnerable groups; youth and volunteer organisations; associations of small communities and villages; and, organisations that represent interests of society’s most vulnerable.
All applications submitted to the competition will be reviewed and evaluated by an independent expert commission based on the following selection criteria:
- Activity compliance with the terms of the competition;
- Project feasibility and clear identification of risks;
- Understanding the needs of beneficiaries and the scale of their coverage;
- The potential of organisation members and involved specialists;
- Organisation’s previous experience in implementing similar projects;
- Budget justification.
Minimum Grant Amount: UAH 400,000
Maximum Grant Amount: UAH 800,000
Expected Project Duration: Up to Six Months
Expected Start of Operations: June 2023
Up to twenty organisations will be awarded grants.

- Logical model.
- Budget.
East Europe Foundation reserves the right to not provide funding if the quality of project applications does not comply with the terms of the grant competition.
Please pay attention that the:
- The application must be submitted in the Ukrainian language;
- Costs that cannot be supported by the Foundation are listed in the Project Budget template;
- Applicants will be notified of their results by email;
- The competition commission’s decision is final and not subject to review;
- Submitted applications will not be returned or reviewed.

Competition results will be announced in June 2023
