Continued support to align Ukrainian legislation, control and awareness with the EU Acquis in food safety, animal health and welfare, and phytosanitary (EU4SaferFood 2)

Project Description
This project helps the Ministry of Agrarian Policy and Food of Ukraine and the State Service of Ukraine on Food Safety and Consumer Protection:
- design and implement key reforms based on the EU acquis in the areas of food safety, animal health and welfare, and phytosanitary;
- improve the Ukrainian state control system in these areas to ensure compliance with EU standards.

Specific Objective
This project contributes to increase capacities of the Ministry of Agrarian Policy and Food of Ukraine and the State Service of Ukraine on Food Safety and Consumer Protection in:
- designing and implementing key reforms based on the EU acquis in the areas of food safety, animal health and welfare, and phytosanitary; and
- improving the Ukrainian state control system in these areas to ensure compliance with EU requirements, and the follow-up, coordination and implementation of drafted legislation.

Specific objective:
To enhance the functionality of Ukraine’s food safety, animal health and welfare, and phytosanitary services by:
gradual alignment with relevant EU and other international standards;
ensuring health guarantees on animals and plants in different areas of the country;
implementing a comprehensive state prophylactic programme against some infectious diseases and zoonoses.
Expected Results
Component 1
Ukrainian legislation in the areas of food safety, animal health and welfare, phytosanitary – revised;
Newly proposed legislation – drafted, discussed, harmonised with the EU acquis;
Procedures for its implementation – developed.
Component 2
Standards in all areas of food safety, animal health and welfare, and phytosanitary services – improved through restructuring, upgraded controls and capacity building.
Component 3
Increased public and stakeholders’ awareness on:
a) the new responsibilities of the State Service of Ukraine on Food Safety and Consumer Protection and other state bodies related to food safety, animal health and welfare, and phytosanitary;
b) the benefits of consuming food products grown/produced by producers/enterprises that fulfil the requirements of the EU “from farm to fork” strategy.
Component 4
The continuous training centre for officials of the State Service of Ukraine on Food Safety and Consumer Protection, who work in the food safety, animal health and welfare, and phytosanitary sectors – supported to become functional.
